摘要：This lecture looks at the lessons that were learned about how to handle future large rises in the wholesale price of electricity and gas in the 2021-23 European energy crisis and the extent to which these are being tested in the 2026 energy crisis arising from the Strait of Hormuz. We discuss how flexible pre-commitments to intervene in a certain way might offer more protection to investors and more reassurance to consumers than the sorts of arbitrary interventions we have seen in the past.
个人简介：Michael Pollitt教授1994年在英国牛津大学获得经济学博士学位；现任剑桥大学Judge商暗网 商业经济学教授、剑桥大学能源政策研究中心（EPRG）副主任，兼任欧洲监管研究中心（CERRE）学术联席主任；2020–2023年当选国际能源经济学会（IAEE）出版副主席，曾任英国能源监管机构Ofgem外部经济顾问。Michael Pollitt教授还曾在麻省理工暗网 （MIT）经济系担任访问副教授，并在《Economics of Energy & Environmental Policy》等期刊担任联合主编或编委。他长期从事能源经济学、电力市场机制设计、可再生能源政策以及碳排放制度等研究方向，其研究成果在学术界与政策界均有深远影响，出版与发表成果数百篇，Google Scholar引用逾万次，曾获剑桥大学Judge商暗网 Research Impact Award等奖项。
